Blue Valley Schools English Language Learners program provides instruction for English language acquisition, so students can succeed in academic content, and adapt socially and culturally.


Blue Valley Schools is committed to providing quality educational services to English Language Learners (ELLs), enabling them to make a smooth transition to American culture and schooling. All ESOL classes are taught by highly qualified ESOL teachers. Program objectives include:

  • Teaching English language skills, which include listening, speaking, reading and writing;
  • Assisting in students' social and cultural adjustment, so they can be involved in school and community activities;
  • Providing students with opportunities to experience and practice the English language;
  • Communicating regularly with the general education classroom teachers to monitor students' progress, to suggest teaching strategies, and to discuss cultural adjustment; and
  • Acting as a liaison between home and school to help ensure the ESOL students' academic success.


Students who speak a language other than English are given the Idea Proficiency Test that assesses English listening, speaking, reading and writing skills. If the student scores Non English or Limited English (s)he will qualify for ESOL instruction.


Each spring, ELLs English skills are assessed with the KELPA. State guidelines recommend that ELLs score proficient in all four skill areas (listening, speaking, reading and writing) for two consecutive years before they may exit the program. Once the ELL exits the program, his or her academic progress is monitored for two years.


English language learners (ELLs) attend ESOL center schools all day​ and participate in a regular classroom with a general education teacher. Elementary ELLs are "pulled out" of their regular education class to work on listening, speaking, reading and writing skills. Students are taught in small groups in the ESOL classroom.

Middle and High School ELLs are enrolled in one or more ESOL class periods each day. The curriculum includes instruction in listening, speaking, reading and writing. Other areas in the ESOL curriculum include familiarizing the student with the American school environment and culture.

All ESOL teachers in Blue Valley are highly qualified and ESOL licensed.

If the ESOL center school is not the student's home school, the Blue Valley School District will provide transportation to and from the student's home to the ESOL center school. Kindergarten ELLs attend the full day kindergarten program.

  1. Parents of new students in the Blue Valley School District must complete the language questionnaire at their neighborhood school office.
  2. If a student responds to any language question with a language other than English, please contact the ESOL office at (913) 624-2890 to schedule an appointment to assess the student's English language proficiency.
  3. An English assessment is given to determine if a student qualifies for the ESOL program. The assessment also assists in ESOL center school placement, grade level placement and appropriate course selections at the middle and high school levels.
  4. Parents must complete the registration forms obtained at the school where the student will attend.
  5. Interpreters are available to assist with communication between school personnel and families, if necessary. ​​​​​​​​​​​​​
